We seek to inform you about the terrible police state abuse in our society and the terrible results of our prostitution laws. We are not a radical freedom rights group. We are a serious coalition wanting to WAKE UP Americans in general and Arizona citizens in particular to the facts regarding the terrible results of prostitution related laws and how, like in many other countries, decriminalization is healthy for society in general.

We seek to inform you why there is not one legitimate reason for the current prostitution laws and why there are so many reasons why professional sex workers should be legally available to provide healthy sexual services, intimacy experiences, sexual training, etc. They should be treated with dignity and respect.

With such a change adult providers would be doing it because they want to provide a healthy needed service, not for drug money. There would be no streetwalkers on Van Buren, pimps, or neighborhoods littered with condoms.

Our opponents are the radical prudes that demand we all be as sexually repressed as they are. Many are "Christians" who have no ideas that the traditional values they want to impose on others are based on traditions of repression that have absolutely no biblical basis. The loser is the rights of consenting adults to have adult fun as well as the city in lost tax revenue and the community since there will be more sexually frustrated men on the streets.

Sexual frustration results in men that become aggressive and are far more likely to sexually harass, abuse or rape women than men who are sexually happy and fulfilled.

We also assert the fundamental right of consenting adults to pay for sexual services, just like any other professional service, or like buying a good dinner instead of having home cooking all the time.

We hope to form are a grass roots coalition of concerned citizens attempting to improve the condition of our nation, our state, our cities and its people. We encourage like-minded individuals and groups to join in this much needed effort at reform.

Specific Goals of the CoalitionSpecific Goals of the Coalition
Education of citizens based on facts not the emotional view of many that somehow prostitution is dirty or immoral. It is the state of the laws that make it that way. We hope citizens are concerned enough about the terrible abuse of the current law to realize, like in many other countries, there IS A BETTER WAY. Decriminalization as we propose would serve citizens without the huge waste of your taxpayer money on police state abuse and enforcement of laws that make absolutely no sense to start with.

We should acknowledge our sexuality and work to find ways to express it without harming others.  Nobody wants to walk by a car and see some guy getting a blowjob or have a kid walk by and see that. But when you make prostitution a crime, it directs the behavior in that direction. Legalize it and the guy goes to a windowless business and gets his BJ in a private little room. Nobody is forced to see it. No messy condoms on the street. No whores at the street lights. Sex laws don't decrease a given behavior, they just change its expression and the more repression the more problems in a culture. So why not find a win-win situation?

We can answer every question or concern you might have. We answer all the moral, health, and even biblical questions. As co-founder of Liberated Christians, Dave in Phoenix has for many years addressed the Christian traditions of sexual repression, which have no biblical basis.

To achieve decriminalization, we propose creating citizen initiatives that will require many voter signatures in various cities to get this issue of decriminalization on the ballot in the year 2000. In order for this coalition to succeed in its worthy goals, it will take the grass roots demand of citizens to change the laws or to get the ear of legislators to show them our ideas make sense.

Like any cause, if we are to reach the masses of citizens we need volunteers to pass out literature, get folks to sign referendums and yes, of course we need funds for mailings and getting the facts out to as many voters as possible.

The prostitution laws are unnecessarily intrusive and deny us a basic human right of sexual fulfillment and control over our own bodies.

Vice Cops Do Not Face Guns Just Nudes !
It maybe fun for the police to do stings of prostitutes. Why bust a crack house that might have guns when you can hassle a poor woman doing honest work and her clients? The police may even get to see some nice naked women and be able to "feel them up" since in most states entrapment is allowable for a police officer. They can show that they are working hard to protect the community, while staying safe from those annoying bullets.

Dave in Phoenix knows of many examples of the abusiveness of the present prostitution laws. For example:

Massage Therapists Abused by Police
I am aware of the terrible treatment of some non-sexual massage therapists by the Phoenix Police, including busting down doors and using swat teams against at least one therapist I know, who is very non-sexual. When they raided her apartment all the found were Bibles. Yet she had to borrow $10,000 from her parents, who had to mortgage their home to pay legal bills to defend herself when she did absolutely nothing wrong. Since the raid was conducted on a Friday night she had to spend a weekend in prison! Eventually all charges were dropped but she still could not recover her attorney fees, grief and very emotionally traumatic experience.

Another non-sexual therapist kicks the vice cop out when he wants sex and is still arrested by Phoenix vice cops!
A therapist kicked a client out of her home because he was so obnoxious trying to get sex. He returned and promised to be good to complete his massage. Shortly after the police stormed in and it turned out the customer was a vice cop. Fortunately he was honest and the police report said no sexual services were offered. She had done nothing wrong. As a reward...they gave her a criminal citation for a zoning violation!

I talked to the zoning department and their normal procedure is to only go after such home businesses if they have complaints and send two warning letters before any action is taken. He checked on her address and found they had never had any complaint. However, the police can bypass the normal routine and issue a citation if they wish.

They could not get her for offering sex so they had to justify their actions somehow. Instead, they should have been happy she was not offering any illegal services. The City Attorney was very harsh on her by phone when she tried to resolve the problem. The criminal zoning violation charge was eventually dropped but only after a great deal of unneeded grief.

Many massage therapists that work from their homes, since it extremely difficult to get a new massage establish license in other than the worst industrial zoning areas under the very restrictive massage ordinance.

Tantric Massage Therapist Spirituality = Felony
In many eastern religious beliefs spirituality and sexuality are wonderfully integrated. More and more people are finding so much fulfillment from ideas from the Tao and Tantra. In these beliefs Lingham and Yoni massage is seen as simply normal and wonderful. This is opposite of Christina traditions that falsely teach sexual repression which has absolutely no biblical basis.

A Phoenix massage therapist teaches couples to pleasure each other through loving touch, kneading tight muscles etc. He has many very appreciative clients. He has done wonderful work helping the disabled enjoy the healing of massage. If someone desires, he is perfectly comfortable integrating Tantric massage in a session.

A Phoenix police vice cop posed as a potential customer as part of a sting operation. The therapist when asked if he was willing to do genital massage was simply honest and indicated it wasn't any big deal. The undercover cop never received a massage and no money was ever exchanged.

Soon afterwards a team of about a dozen vice cops handcuffed and arrested the therapist outside his office, "stole" his computer, massage table, all his customer records etc and charged him with a Felony - Operating a House of Prostitution and he was indicted by a Grand Jury. This is crazy and shows how ridiculous and out of control your government is in abusing citizens under prostitution laws that have no legitimate purpose other than to make certain religious right wing people feel good about imposing their beliefs on others. What about the rights of Tantra believers to follow their religious beliefs? What about the rights of the many biblical Christians who know that the Church's traditions of sexually repressive teachings have no biblical basis?

A Sex Workers ViewA Sex Workers View:
A "full service" sex work provider wrote to Dave at sexwork.com saying:

"It's absolutely ridiculous that it's an illegal profession, because the guys I see are so normal and just want some company, to see someone's "smile" and warmth...and of course the sex...usually they are not getting elsewhere. I see this occupation as very healthy since it provides so much to a man and the woman also. Not often can the man find the convenience of a woman who is sexy and willing to cater undivided attention to his desires and the woman able to fulfill her most needed financial desires. And both are usually/hopefully smiling and happy with the experience...for myself, I am elated to have someone so pleased with me, and also because I have usually made his happiest part of the week or month...whatever it be. As the old saying goes when someone has an awesome experience, "this should be a crime"...did someone think that was meant to be literal? I'm really into thinking good about myself. I think this business should be a win-win situation for everyone. Since you are into counseling, you know what I mean. That's really my intention...and I do offer my friendship to my clients. This business really gets bad hype, but it is so ironic that I have found it for me and my clients to be such an uplifting experience. Besides from the (legal) risks, I think it to be one of the most positive jobs there is."

Prostitute Heather Smith said: "It's legal for two men to go into a boxing ring and beat each other bloody for money, but it's not legal for me to go in and give someone sexual pleasure for money. What kind of sense does that make?"

San Francisco Task Force Recommended Decriminalization
A attorney said: "Spending money on enforcing prostitution laws is ``a total waste of municipal funds. "Criminal enforcement promises only one thing - that sex workers will be criminalized, they will be degraded by charges that can haunt them for life and prevent them from seeking other avenues of employment other than the sex industry,'' she said.

The study that called for stopping the prosecution of sex workers was produced by the 29-member San Francisco Task Force on Prostitution, which was set up by the Board of Supervisors.

The proposal has received support from District Attorney Terence Hallinan, who says the Legislature would have to clear the way for San Francisco to legalize prostitution.

The AIDS False Scare Tactic
New 1997 CDC HIV data was released in late June 1998. It continues to show the decline in new HIV cases in the U.S. and how it continues to be isolated in certain groups.

The year-end 1997 report shows new AIDS cases declined yet again from 105,828 in 1993 to 79,897 in 1994 to 73,767 in 1995 to 68,808 in 1996 and down again to 60,634 in 1997. In reviewing the exposure categories, it is obvious the only significant risks are men having unprotected sex with men (still 45% of new 1997 cases), drug injecting men and women, and those having unprotected sex with a injecting drug users and bisexual men.

The CDC and medical studies are now very clear. For penis-vaginal, heterosexual sex and oral sex, the risk is so slight as to be non-existent, except when there is an open wound or cut.

You are more likely to get an HIV infection with a single partner with whom you have frequent sex (provided they have HIV, of course) than if you have the same amount of sexual encounters with one new partner each time you have sex. The risk is more than 100 times greater. That is because HIV is a serum infection, which requires massive exposure. Studies show clearly that one-night stands are much less risky for HIV than a long-term relationship.

The STD/HIV issue however has little to do with sex work since condoms should always be used since STD's are much more real issues than HIV. Used properly condoms have proven to be very effective in preventing both STD and HIV infection. The Nevada prostitute data, CDC statements and many other studies clearly show the effectiveness of condoms.

If any one is still passing on the ridiculous lie that condoms don't work because HIV is smaller than the holes in condoms, this is pure poppycock since HIV needs a carrier - blood or semen etc which is very effectively blocked by condoms.

Prostitution Proposal For Legislators

Whereas: Sexual activity between consenting adults should not be the subject of government oppression;

Whereas: Sex work provides a means by which natural human desires may be satisfied to the mutual benefit of the parties involved;

Whereas: Sexual frustration results in men that become aggressive and are far more likely to sexually harass, abuse or rape women than men who are sexually happy and fulfilled.

Whereas: The enforcement of prostitution laws constitutes state interference in private behavior, it is a waste of taxpayer funds and it wastes valuable police resources;

Whereas: The International Labour Organization has urged governments to officially recognize the sex industry as legitimate and to treat it as any other industry;

Whereas: The recognition of sex work as legitimate work would facilitate the taxation of sex work, and thus convert sex work from a cost to a profit source;

Whereas: The recognition of sex work as legitimate work would produce safe working conditions;

Whereas: Many countries, such as Canada, Mexico, Israel, Australia and most of Europe have decriminalized prostitution and in fact almost every country except for Iran and Iraq allow prostitution;

Whereas: The Citizens Task force in San Francisco, which was set up by the Board of Supervisors, after a two year study, recommended decriminalization.  This is the first serious citizens task force to   study the issue. The proposal received strong support from District Attorney Terance Hallinan who has said he is only interested in prosecuting prostitution cases if some "real crime" is involved.  The facts and conclusions of the San Francisco report is relevant to all cities since the issues are the same.

Therefore we propose that the City of ___________, repeal all prostitution and related sex work statutes regarding the prohibition of commercial sexual behavior between consenting adults.

We propose that as a matter of policy, The City of _________ direct its police to disregard all state statutes regarding prostitution.

We propose that be sex be treated as an appetite. Sex work establishments should be treated as are restaurants. Sex work establishments should be allowed in commercial zones. We propose that public signage of such establishment be discrete, merely serving to identify the establishment. We further propose the elimination of all restrictions on "outcall" activities in which the sex workers provides sexual services in the privacy of a home, apartment or hotel room. Incall sex workers working out of their private homes should be regulated in the same manner as any other home business.

We propose that sex workers and their client must be age 18 or over. We propose that condoms be required for sex work involving vaginal or anal intercourse.

We propose a program of anonymous voluntary health inspections for both sex worker and sex client. In any event, numerous studies have shown that there is very little transmission of STD's resulting from sex work.

We propose that sex work advertising and solicitation be restricted to adult publications that require readers to be over the age of 18. We propose that street prostitution solicitation be allowed only in clearly defined "adult zones."

In sum, we propose an end to the war against commercial sex.

Additional Notes:

Many prostitute studies show all over the world that there is very low risk of getting HIV from a sex worker since as the CDC data clearly shows it is so very difficult for HIV to pass female to male via sex. With the condom use requirement it will be much safer to go to a sex provider then picking up women in a bar. Wives could encourage their husbands to get the sexual variety and kinds/frequency of sex that the wife may not enjoy by going to safe professional sex providers. Likewise women should be able to enjoy services of male sex providers on an equal professional basis.

Typically the only image the public sees of sex work is street prostitution which is the very low end of prostitution by desperate women for the wrong reasons. The majority of sex work is now and should continue to be in privacy between consenting adults. We propose that no street prostitution be allowed other than in special adult zones nor solicitation be allowed in any public building that is not an adult only establishment.

We can clearly answer any arguments against this proposal that the public might raise. Public opinion polls consistently show the public is supportive of decriminalization but most are hesitant to take a public stand. One Internet survey reported only 16% of adults thought buying sex between consenting adults should be illegal.

Our culture filled with tease and titillation, but little education or discussion sensual intimacy, sexual skills etc. that result in the most meaningful sexual fulfillment, especially women's sexual fulfillment. Sex work could help bring more fulfilling sexuality to our culture just as sex surrogates do in California.

We can prove that there is absolutely no legitimate argument against decriminalization as we have outlined it. Positive sexuality and sex work could have a very positive impact on our community as a whole in addition to allowing consenting adults the freedom over their sexuality, which is their right.

The primary reason people don't protest the law is out of fear of public embarrassment and loss of employment. If someone works with children in any way and protests this law, s/he can expect to lose his/her job. If you work for a Mormon and try to make a stand, expect a rough time at work. Hell, if you come out in favor of titty-bars, imagine the grief you'll catch at work. If JUSTIFY to a vote in private the laws might be changed. But the problem is forcing the issue to get on the ballot to allow the citizens to speak.

What we are faced with is moralists imposing their values on other people. If they can't reach us by knocking on our doors and preaching, then they will instead enact laws to prevent us from doing what they secretly wish they could.

1. Increase Crime?
Most of the crime surrounding prostitution is because it is now illegal. Decriminalize sex work as we propose and honest people will be willing to provide sexual services.

2. Reduce the value of the neighborhood property where such practices exist...?
Under our proposal sex work establishments would be subject to the same commercial zoning as any other business. In addition signage would be restricted so as to not offend those that may not like such establishments. Discrete private establishments and the banning of public solicitation / street prostitution (except in certain adult areas) should have a positive impact on communities and neighborhoods.

3. Morally Degrade Women?
Sadly the image that most citizens have is the drugged out street hooker. Yes, that is degrading and under our proposal it isn't allowed nor needed. There are many private sex providers that choose to provide healthy desired sexual services to men. They care about their clients. They care about themselves. It is the unjustified taboos against it that make it seem degrading to the average citizen. In other cultures and in many religions, the "Sacred Prostitute" was looked upon with honor and respect. Today a sex worker who provides healthy sexual intimacy for others should be a highly regarded profession. Once people are better educated about the issues it will not be degrading and when decriminalized, more people will go into the professional for the right reasons - their choice - instead of financial desperation.

"I make good money and enjoy making men happy," says one prostitute, "if I worked at McDonald's for minimum wage, then I'd feel degraded." We have many other examples of "happy hookers" that aren't at all degraded as well as how it works so well in many other countries.

4. Is against the Bible
This involves one of the biggest lies people have been taught by Christian tradition, not biblical facts. Biblically there was never anything wrong with singles sexuality (the lie is the mistranslation of the Greek "porneia"), and adultery was never wrong for a married man, as long as the women was single. A man could have as many wives as he could afford (based on a deal with fathers of girls) and concubines (breeders). This was never wrong biblically. Likewise there is nothing biblically wrong with prostitution as long as it isn't the pagan worship of the fertility Gods such as what was going on in the TEMPLES of Corinth.

5. Is against God
Whose God? In many Eastern religions sexuality and spirituality is wonderfully integrated and is part of the worship of God. Likewise in Christianity there is no biblical reason why loving others that Christ taught as the only "rule" (in the Sermon on the Mount) should not involve sexual pleasure, whether single, married, or with a professional sex worker for healthy physical release. There is not a word in the Bible that would make this wrong, as long as it is not connected with pagan sex-goddess workshop which was so prevalent in the Temples of Corinth which Paul warned about. In addition the government has no business making laws dealing with religious issues. What about the rights of Tantric massage therapists for example, to include sexual work? You have the right to your own religious beliefs, but no right to dictate to others those beliefs.

6. Spreads diseases
This is a common mistaken belief. Yes, STD's are an issue, but HIV is not since clearly the risk of heterosexual spread is virtually non-existence female to male as clearly shown by the CDC data and many prostitute studies from all over the world. To protect from all STD's condoms properly used have been proven to be VERY effective. We propose condoms should always be used for vaginal or anal intercourse. You are MUCH safer with a professional sex worker than picking up a girl in a bar.

7. No self-respecting woman or man would do this type of work willingly
See comments above regarding it being degrading! It is the attitude and repressive sexual teachings that are blocking what could be a very honorable profession. There are many "happy hookers" all over America that have very high self-esteem and enjoy providing pleasure to men. 8. Will increase drug use
Why? I see no reason that making sex work an honorable profession so people that care more for others will choose it has anything to do with drugs. There would be no street prostitution and the free-market system will work. Why would a customer want to go to a drugged out provider instead of a well cared for professional?

8a) What's next, legalizing drugs?
No. Legalizing prostitution is not the moral equivalent of legalizing drugs. There is a crucial difference. With drug use, a person is engaging in an unnatural bodily function. However, sex is a natural bodily function.

9. Will send the wrong message to our children
If we don't like something we can always dig for the emotional reaction about children. First of all we are proposing only in-private sexual service between consenting adults. Second, perhaps if we were more open about sexuality we would have much less of a problem with teenage abortion, STD's etc since most teenagers could never talk honestly to most adults in our culture about sexuality. Instead of the wrong message, we may be sending the right message to children that sexuality is not something to be ashamed of. 10. Isn't this cheating on the wife or husband?
While I support the availability of good intimacy and sex to all single men and women, I can not condone nor encourage cheating by husbands or wives who may not be open and honest about their needs with their spouse. Fortunately there are many wives and husbands who realize their mate’s sexual needs are greater than their own, and lovingly support their mate getting their needs met outside the marriage. Since many women have much more sexual capacity then men, especially as we age, I see many men encourage their wives to share sexually with others. But it is based on honestly and integrity, which is the opposite of "cheating".
